Upside-Down Pizza Casserole

1 pound ground beef
1 pound Italian sausage
1 onion chopped
1 green pepper chopped
2 ounces pepperoni slices
14 ounces pizza sauce
9 slices sharp cheddar cheese
3 cups Homemade Baking Mix (such as Bisquick)
1 cup milk
1/4 teaspoon garlic powder
1 teaspoon Italian seasoning
fresh chopped parsley, to garnish if desired

Preheat oven to 450 degrees. Add ground beef, sausage, onion and green pepper to a large saucepan over medium heat. Cook until beef and sausage are browned and cooked through and onion and green pepper are softened. Drain beef mixture and pour into 9x13 casserole dish. Layer pepperoni slices evenly over beef mixture. Pour pizza sauce over pepperoni and spread into an even layer. Top with cheddar cheese slices. You may have to halve slices to create a single layer. In a medium bowl, stir together baking mix, milk, garlic powder and Italian seasoning. Drop biscuit mixture onto cheese and spread into an even layer. Bake for 15 minutes or until top is golden. Serve upside down.
