Creamy Dill Potato Salad

3 pounds small red potatoes
2 teaspoons salt
1 tablespoon cider vinegar
3/4 cup mayonnaise
3/4 cup sour cream
1/2 teaspoon seasoned salt
1/4 teaspoon celery salt
1/2 teaspoon freshly ground black pepper
4 green onions, sliced
3 tablespoons chopped fresh dill

Place potatoes in a large pot. Cover with water and add 2 teaspoons salt. Bring water to a boil. Reduce heat and simmer until potatoes are soft, about 15 to 20 minutes. Drain potatoes. You can leave the skins on or peel them. Cut each potato in half or quarters, depending on size. Place potatoes in a large bowl and drizzle with the vinegar. Add mayonnaise, sour cream, seasoned salt, celery salt, and pepper. Stir well to mix. Stir in green onions and dill. Cover and chill at least 1 hour.
